Obituary for Ted R. Morgan

Lakin- Ted R. Morgan, 88, died on the 17th day of September, 2019 at High Plains Retirement Village. He was born in Hugoton, Kansas on November 14, 1930, the son of Langdon L. Morgan and Kate L. Morgan. He married Dorothy E. Povenmire on April 8, 1952, in Topeka, Kansas. She survives. He is also survived by his son, Ron R. Morgan, and his wife, Joyce; his daughter, Deanna Siemsen and her husband, Keith; his grandson, Mark Siemsen and his wife, Courtney; his granddaughter, Robin Siemsen: his sister, Kaye Andrews; two nieces, and two great-nieces.
He attended school grades 1 thru 12 in Hugoton; graduated from Washburn University in Topeka with a BA degree in 1953, an LLB degree in 1956, and a Juris Doctor degree in 1970. He was admitted to practice law in the Kansas Supreme Court and the U.S. District Court in 1956, The U.S. Tax Court in 1976, the U.S. Supreme Court in 1981, and the U.S. 10th Circuit Court of Appeals in 1983.
He was an associate attorney with the law firm of Addington, Jones, Davis and Haney in Topeka from February 1956 to August 1958, when the family moved to Lakin and he became Kearny County Attorney and opened a private law practice, retiring 38 years later in 1996.
He was elected Kearny County Attorney 8 times and served 16 years. He was elected County Commissioner 2 times, serving 8 years. Other elective offices were President of The Kansas County and District Attorneys Association, Chairman of the 5th District Young Republicans, State Treasurer of the Kansas Young Republicans, 2 terms (8 years) on the 25th Judicial District Nominating Commission, President of the Kansas-Colorado Baseball League, and President of the Lakin Rotary Club.
He was appointed to the following offices: Lakin City Attorney – 32 Yrs., Lakin School Atty – 27 Yrs., Deerfield School Atty – 27 Yrs., Hospital Atty – 27 Yrs., Lakin Recreation Commission – 16 Yrs., High Plains Retirement Board – 8 Yrs., United Fund Chairman - 1 Yr., Health Care Foundation Board, Kansas Legislative Policy Board – 8 Yrs., Kansas For Local Control Board – 6 Yrs., Community Corrections Board – 2 Yrs., Lakin Methodist Church Board, Kansas School Attorneys Assoc. Board, Kansas City Attorneys Assoc. Board, 1968 People to People Delegate to 7 Foreign Countries, a State Delegate to the National District Attorneys Assoc. (twice), the Kansas Bar Assoc. Citizenship, Bench-Bar and Legislative Committees, the Kansas County & District Attorneys Legislative Committee, and the State of Kansas Judicial Redistricting Committee.
He was a legal seminar instructor and speaker for the Kansas County and District Attorneys Assoc., the Kansas City Attorneys Assoc., the Kansas School Attorneys Assoc., the Kansas Bureau of Investigation, the K.U. Law School, the Washburn Law School, and the 1972 Western Conference on Crime International School held at Wichita, Ks. He was recipient of the National District Attorneys Association Furtherance of Justice award.
He was the author of published articles and gave TV speeches on The Kansas District Attorney Bill entitled The Morgan Bill, Fair and Equal Taxation, Problems of Arrest, The Kansas School Finance Act is Unfair, The Unfairness of Property Tax in Kansas, Tax Classification Is Wrong, Kansas Constitutional Amendments, The Insanity Defense, Secession, Arbitration and Construction Contracts, and Criminal Defenses.
He played basketball and baseball at Washburn U, AAU basketball for The Topeka Stevenson Roofers, semi-pro baseball with the Topeka Decker Oilers, was an instructor of local baseball schools, manager and coach of Pee We, Little League, Babe Ruth, American Junior Legion, and Town Team baseball. Was and avid sports fan, and a writer of poetry.

Memorial Service will be at 11:00 AM Saturday, September 28, 2019 at the United Methodist Church in Lakin with Rev Ivan Milosi and Rev Rita Stockton officiating.
